What is the designation process?

The designation process is usually initiated by a request from the property owner to Heritage Guelph or by a recommendation directly from Heritage Guelph. In the latter case, the property owner is contacted regarding the proposed designation. The property is then researched and evaluated against the Designation Criteria, and if the property is deemed eligible, a statement is drawn up containing the reasons for designation for the review of City Council. Once Council accepts a Heritage Guelph recommendation to designate a property, it must inform the property owner and publish a notice of intention to designate in the local newspaper. Anyone objecting to the proposed designation must notify the municipal clerk in writing within thirty days of the initial appearance of the advertisement, setting out the reasons for the objection.

What makes a property worthy of designation?

Since designation is a municipal matter, the legislation provides for Heritage Guelph to assist municipal councils in determining the heritage value of properties being considered for designation. A property will be considered worthy of designation in the City of Guelph if its merit is validated in terms of its historic and/or architectural value. The following criteria will be used in determining the historic and/or architectural value of a property being considered for designation. HISTORIC VALUE The Historic Value of a property, building or landscape, or a portion thereof, will be defined as at least two of the following criteria, or one of these criteria plus one of the criteria below under Architectural Value. -It dates from an early period in the development of Guelph. -It is a representative example of the work of a local, national or international architect, engineer, builder, designer, landscape architect, interior designer or sculptor. -It is associated with a person who has made a historically significant contribution to Guelph's development or has influenced the course of local, regional, provincial, national or international history. -It is associated with a historically significant event. -It illustrates Guelph's social, cultural, political, economic or technological history. ARCHITECTURAL VALUE The Architectural Value of a property, building or landscape, or a portion thereof, will be defined as at least two of the following criteria, or one of these criteria plus one of the criteria above under Historic Value. -It is a representative example of a method of construction now rarely used. -It is a representative example of an architectural style or period of building. -It is an outstanding example of interior and/or exterior architectural design. -It makes an important contribution to the street scape or landscape. -It is generally recognized as an important Guelph landmark.

What types of things can be designated under the Ontario Heritage Act?

The Ontario Heritage Act allows for the designation of any real property, not just buildings. It can include bridges (such as Gow's Bridge), landscape features (such as mature trees at Ker Cavan/Tyrcathlen) or other items or architectural or cultural value (such as the Blacksmith Fountain on Macdonell St). Property designation under the Ontario Heritage Act recognizes and reinforces the community value of heritage properties, provides protection against inappropriate changes to heritage properties and hinders their demolition, and also gives heritage property owners access to government programs of financial assistance.
